On August 15, 2007, Prime Minister of India announced the creation of a new health insurance scheme; the Rashtriya Swasthya Bima Yojana or RSBY. (The scheme was formally launched on October 1, 2007)

The objective of RSBY is to protect below poverty line (BPL) households from major health shocks that involve hospitalization. Specifically, BPL families are entitled to more than 700 in-patient procedures with a cost of up to 30,000 rupees per annum for a nominal registration fee of 30 rupees. Pre-existing conditions are covered and there is no age limit. Coverage extends to the head of household, spouse and up to three dependent children or parents. There is a five year plan for rolling out the RSBY which allows each participating state to contract 20 per cent of their respective districts each year. Client

The client is a service division of Public Sector Insurance company and working in tandem with Central Government of India and State Government.

Need

The client aims to provide health insurance to the Below Poverty Line (BPL) families. The project undertaken by the client involves providing Health Insurance to the below poverty line (BPL) households.

The need is to provide individual smart cards to each BPL family so that they would be able to perform cashless transactions when it came to hospitalization due to their health problems.

Solutions

All the BPL families would be enrolled under the scheme and will be given a unique family smart card. This smart card would act as the identity card for the particular BPL family. The family of the end beneficiary would be able to make use of the hospitalization charges by just producing the smart card at the hospital. Their medical expenses would be covered by the smart card under the scheme and will cover the illnesses which are mentioned under the scheme.

Each Unit would have a Cash Collection Point, an Enrollment Station, Personalization Station and Card Issuance. Once a BPL family enters the Unit, a nominal fee is collected towards the card. Next the family’s data are verified in the computer systems and they are enrolled by capturing their photograph and fingerprint. Following this, the family’s own unique identity card is then personalized by encoding the data of the family into the card and printing the photo of the head of the family in the face of the card. Once the card is personalized, the same is then issued to the family by capturing the data. The entire process of one family getting enrolled, the card getting personalized and issued, takes about 5-10 minutes.

In addition to providing the necessary hardware and software support for the project, GDPL also provides complete backend support by assigning dedicated software professionals round-the-clock to provide technical support if and when any issue arises in any of the Units. For this purpose, GDPL has strategically allocated trained professionals called Project Coordinators in each of the districts.
